Jorge Fernando Negrete is one of Latin America’s most prominent legal and policy experts in the digital and telecommunications sector. He is the founding partner and president of Digital Policy & Law Group, a leading firm in regulatory intelligence, policy analysis, and strategic advice across ICT, telecom, and digital transformation in the region.
A practicing attorney with a law degree, Jorge Fernando specializes in Telecommunications Law, Digital Rights, Antitrust, Industrial and Intellectual Property, Privacy, and Digital Geopolitics. He is a pioneer in Digital Law in Latin America, and a recognized thought leader driving regulatory innovation in response to the region’s evolving digital landscape.
His “Digital Law” column is published and republished in major outlets including Reforma (Mexico), La República (Colombia), Diario Financiero (Chile), and DPL News.
He has led and curated the most influential digital policy forums in Latin America, including Mexico 5G, Colombia 5G, Brazil 5G, Chile 5G, and the Ibero-American Congress on Digital Law. He has also served as President and Secretary General of AMEDI, Mexico’s leading association for the defense of freedom of expression, and was a member of the Advisory Council of the Federal Telecommunications Institute (IFT) in Mexico for five years.
An experienced professor and international speaker, Jorge Fernando has taught at leading universities such as UNAM, ITAM, La Salle, Universidad Panamericana, and Anáhuac University, covering subjects like Digital Law, State Theory, Administrative Law, and Communications Law.
